Landscaping plan approvals are handled by the Land Development & Subdivision Planning part of the Springfield-Sangamon County Regional Planning Commission (SSCRPC)
http://co.sangamon.il.us/Departments/RegionalPlanning/Land_Development_Subdivision_Planning.asp

From their website: "Through the work of the Commission's Land Subdivision Committee, SSCRPC staff are responsible for the review of all proposed subdivisions, large-scale projects and planned unit developments for Springfield and Sangamon County."

Requirements and how to proceed in various areas of interest are included on the SSCRPC website, along with links to more detailed information. The City and County information are both pertinent to submittals by developers and others interested in the process.

Land Subdivision Committee (LSC) Meetings

The Land Subdivision Committee (LSC) issues advisory opinions, which go to the SSCRPC & Springfield City Council for final approval.
